Andy Cole CBE

Andy is a Strategic Partner to Arx Nova and a senior tax and investigations professional with over 40 years of experience at HM Revenue and Customs (HMRC). He served as Director of Specialist Investigations, where he led a 1,700‑strong team of investigators, accountants, and insolvency experts handling some of the UK’s most complex fraud, avoidance, and enforcement cases.

Throughout his career, Andy developed and executed HMRC’s strategy for tackling aggressive tax avoidance and led the UK’s compliance response to offshore tax evasion. He acted as the lead negotiator for landmark agreements, including the Liechtenstein Disclosure Facility and similar arrangements with Jersey, Guernsey, the Isle of Man, and Switzerland.

Andy’s expertise spans high‑risk tax investigation, multi‑jurisdictional disclosure, and strategic compliance frameworks. He has served on senior governance and assurance boards, including the Tax Dispute Resolution Board and the Alternative Dispute Resolution Board, providing oversight on complex, high‑value tax cases.

In recognition of his exceptional contribution to HMRC and the UK tax system, Andy was awarded a CBE in 2011.
